Be sure you have completed these steps:
1. login to the storeadmin and click on Catalog Setup. Scroll till you see "Price Discount" and change it from no to yes. Click update variables.
2. Edit each product in your storeadmin that you would like eligible for wholesale discounts and enter a value of some sort even just 0.01% If your wholesale customers have a discount set of as an example 20% then they will receive that as a discount for any item you entered the 0.01% for.
